Norris Carter, Chief Executive Officer

Norris Carter was appointed as NQA’s Chief Executive Officer in December 2016, after joining the Board of Directors in 2015.  He has extensive experience in aviation, including leading airline business development at Auckland Airport, and international network planning, revenue management and loyalty at Qantas. His earlier roles were at The Boston Consulting Group and IBM. He is a director of the Australian Airports Association, Tourism Tropical North Queensland, and Cairns Indigenous Arts Fair. Norris holds a Bachelor of Engineering with first class honours (Adelaide), an MBA (UNSW), and is a Graduate member of the Australian Institute of Company Directors.

David Arkell, Head of Corporate Services

David is responsible for developing and leading the Corporate Services functions for Cairns and Mackay Airports: Marketing, Corporate Affairs, Business Development, Environment, Safety and HR. David joined the Cairns Airport leadership team in late 2019, bringing an extensive background in leadership, human resources, and marketing.

Among his number of roles, David has been the HR Leader of the Asia Pacific Region for GE for 7 years, Head of HR for BHP Billiton (BMA) for 3 years, and Head of HR and Marketing for Zurich Financial Services for 5 years. Additionally, David has branched out and spent a portion of his career as a leadership consultant helping companies across Australia enable the people within their organisation to become better leaders.

Tracey Groves, Head of Commercial

Tracey is responsible for developing and leading Cairns and Mackay Airport's Commercial activities. Prior to joining NQA in 2017, Tracey had over 20 years commercial experience across a diverse range of sectors, including senior roles with Myer Stores, Crown Resorts, Royal Dutch Shell and Caltex Australia, where she led major commercial development and business transformation projects across multiple countries. Tracey holds a Master of Business Administration and is a Graduate of the Australian Institute of Company Directors.

Joanne Khoo, General Counsel and Company Secretary

Joanne leads the NQA Legal and Company Secretariat team and is responsible for legal, governance, enterprise risk management and company secretariat duties. Joanne has significant experience in the aviation sector and has deep insight into the infrastructure, energy, property, retail, operational and commercial/aviation activities that comprise NQA’s business.

Prior to joining NQA, Joanne held senior positions at Sydney Airport Ltd, Arup Pty Ltd and various highly reputable law firms. Joanne is committed to good governance, sustainability and aviation growth & tourism in Far North Queensland. Joanne holds a Bachelor of Arts/Law, Masters of Law, Diploma in Legal Practice Management and is a Fellow of the Governance Institute of Australia.

Michele Wong, Chief Financial Officer

Michele Wong leads NQA’s finance, procurement and information technology activities. Michele has over 20 years’ experience in transport and infrastructure finance, including senior roles at  Macquarie Group, Hastings Funds Management and Port of Brisbane. She was also previously a member of the board of directors of NQA.

Garry Porter, Head of Aviation

Garry leads the Aviation team for Cairns & Mackay Airports and is responsible for all aviation related operations, planning, aero pricing and route development. Garry joined NQA in April 2019 as the General Manager Mackay Airport. Garry has considerable experience working in the aviation and tourism sectors and has an in-depth understanding of regional airports around the country. He has a keen understanding of the importance of working collaboratively with stakeholders, the community and airlines to generate industry development. Garry has over 20 years operational, commercial and management experience across the aviation sector within the Asia Pacific region.

Alan Dugan, Head of Infastructure

Alan leads the Infrastructure team for Cairns and Mackay Airports responsible for all of aspects of asset management and development. Alan has over 20 years’ experience in infrastructure management from design and construction, through to operation and maintenance. Most recently, Alan has held senior positions at Hamad International Airport Doha and Darwin Airport in the Northern Territory.
